This Request for Applications (RFA) solicits Applications from qualified U.S. organizations for one, five-year Cooperative Agreement (C.A.) for $13,000,000 with an option for an additional three years for $8,000,000, subject to the availability of funds, for the Democracy Fellows Program. The program will support twenty (20) fellows per year. The new C.A. will follow-on an existing Democracy Fellows Program (DFP) C.A., developed in 1995 with the stated program goal: "to build a cadre of field-experienced technical experts committed to careers in democracy and governance".
